Dockerfile: use deadsnakes

The other PPA didn't work for me today, but deadsnakes appears to work today.

I also got an OpenGL error from cv2: ImportError: libGL.so.1: cannot open shared object file: No such file or directory so I added a fix to this PR. I'm using nvidia-docker.
