Unverified role sometimes not added to new members

I manage a discord server where we use emailbot to verify our members.

We have our unverified role set to disable all channels. If a user doesn't have this role, they are able to use the server as normal. We have to do this as discord onboarding requires the @everyone to be able to see a certain number of channels, but we want to limit that, so we need the unverified role as a "blacklist" on top.

Recently, I've noticed some new joiners are not being granted this role upon joining. I set up dyno to add the role to new joiners as a backup. Not sure if it's a bug or just an uptime issue, but thought it was worth flagging.
