Saving with another encoding

Please add the ability to save a file with a different encoding, at least the ability to save in CP 866

@PoeSPB , can you suggest what all encodings should be supported in the IDE along with CP866 ?

@ljnath I think it would be nice to have 1251 in addition to 866. But in general, the more encodings available, the better, for example, like in vscode or notepad++! 😊
