Parked vehicle in frame

Where my street camera is positioned, it is possible (not super frequent) but someone can park a vehicle. Lately it has happened and the plate recognizer is capturing the plate from the parked/stationary vehicle and not the moving one. Any ideas what could be done to combat that?
