Keep SingletonStore as Handler

Requires #48—the singleton store should be a Handler so that it can be swapped out. Requires some form of special handling to make sure it's there?

Alternatively (since it doesn't really fit being a Handler), offer a way to swap out the singleton store handler, make sure it can be extended...
