The evolution of ephemeral CI puts some pressure indeed on the way Gradle caches dependency downloads. The solution of providing a repository mirror is not always practical for these setups....
This is a consequence of the way Gradle interprets the `plugins` block in a buildscript. It is going to be hard to provide a fix especially as this is temporary...
