[bug] Governance Founders Statement link in docs.livepeer.org/reference is broken

Current/Expected Behavior

If I click on "Governance Founders Statement" in the sidebar the URL changes to https://docs.livepeer.org/reference/overview# instead of taking me to the content for that link.
