Package LivepeerDesktop into a windows .exe

Right now LivepeerDesktop is an electron app that is packaged for OS X with embedded ffmpeg and Livepeer node. We need to build this for windows.

• Embed ffmpeg
• Build LPMS and go-livepeer for windows
• Package within an .exe

@ericxtang could you add the windows bin to https://github.com/livepeer/livepeer-static ?

Path > /bin/win32/x64 and /bin/win32/ia32

Have we confirmed that it works on windows? I suspect it wouldn't because the golang node doesn't yet include any windows specific path or os level calls (if they're necessary).
