1.0.12 fixes the sender attribution issue in 1.0.13 but in 1.0.12 it is much slower to join room

We have had to revert to 1.0.12 as a workaround for: https://github.com/livekit/python-sdks/issues/499

BUT, we are finding 1.0.12 is noticeably slower to join a room.
