Introduce pause and resume recordings API calls

• Yes,
  • Use case: At the moment, if customer need to pause and resume recordings in several instances within same session, there will be multiple file generated and we need to join those in order to make them as a one recording before allowing customer to download. It will be much feasible and lesser scrutiny in handling recording if we can introduce pause and resume api calls in egress service.

expose pause and resume recordings actions as API commands under egress servie (as of egress start and stop - https://docs.livekit.io/server/egress/#api ).
