Provide a better experience when opening an empty notebook

1. Would it be like showing a modal or something like message boxes above the features explaining what they do?
2. When opening an empty notebook or creating one?

Hi @diogo-braz 👋 , we are not quite sure yet. I think for this feature, we should probably start with the design and explore some ideas before implementing.
