Python version of dt_txt2json

Hi, I have reimplemeted to python the file dt_txt2json.m that is written for matlab. If you would be interested in adding the python version to your repository, I attach the file. dt_txt2json.py.zip

@vobecant thanks for your python implementation, I use it in my repo wang-xinyu/csp.pytorch. which is a pytorch reimplementation of csp.
