请问mysql所在的服务器断电重启后，是否会重新推送binlog数据？

我看到这里写到，3.MQ对解析后binlog增量数据的推送，请问如果mysql所在的服务器断电重启了（假设redis这边也断电重启了），重启后会一次性把所有的binlog数据重新推送吗？
