General limitation for "Require moderator to start room"

Is your feature request related to a problem? Please describe. We use Nextcloud in a school context and don't want teachers to forget the setting "Require moderator to start room", so students can be in a room on their own without a teacher.

Describe alternatives you've considered An extension of the restrictions in the settings so that certain user groups can only create rooms with the default setting that only moderators can open rooms (+ maybe the user can't change this)

Thanks for your feature requests. I think it would be a great extension to the current restriction settings. Since I personally don't need this feature, it will probably need some time until it will be implemented. If you need it now, please consider to get a feature sponsor.
