Force creation of WebP images

I did an image optimisation, but later (like a month) I would like to add WebP optimisation.

So I turn everything WebP on, but it seems like the images are considered as 'already optimised' and don't recreate the webp.

So is there a way to force the plugin, via CLI or the interface, to create WebP images if they do not exist?
