[labs/analyzer] support external mixins

Analyzer (@lit-labs/analyzer)

Description

The mixins support we have via #4147 doesn't yet support external mixins (e.g. those discovered via CEM). We really should add support for that as many dependencies will be providing such information only through manifests rather than sources.

Alternatives and Workarounds

No workarounds yet other than declaring all mixins in sources.
