Suggestion: dpkg compile instructions

It would be helpful to add dpkg compile instructions to INSTALL.md

needrestart is already available in debian and ubuntu - You can use those for some inspiration on how to build https://sources.debian.org/src/needrestart/3.7-3.3/debian/ for example will have all things needed to package needrestart

Appreciated. It still would be much easier to simply add a dpkg target to the makefile.

I'm sorry but I won't like to add (and maintain) any packaging stuff in needrestart at all.
