Problem with Zoning and making roads

while zoning or making roads the tool is changing and you can't zone certain areas or make roads to certain places changing the camera angle seems to solve it for a specific point hard to describe

made a new game -> zoning was not possible at all diabled trafficreport and everything worked again, also with oder save file with the problem described above

additional mods: precision engineerint, traffic++, traffic manager plus, fire spread, extended public transport ui, cargo train selector, automatic bulldoze, buldoze elevation control, network extention project and some custoom trains
