Request to have constructor new Liquibase(File, Database)

Hello there!

Is there a plan to have a constructor new Liquibase(File, Database) in addition to Liquibase(String changeLogFile, ResourceAccessor resourceAccessor, Database database)?

This is useful when we are working with Spring org.springframework.core.io.Resource.

Hope this can be added asap.
