Changeset get run again when changed file location

Liquibase has mentioned that uniqueness of a changeset will be considered on the basis of author and id, but while restructuring my changesets (keeping the author and id same), they are executed again. Is this a correct behavior? If yes, what are the parameters on which uniqueness of a changeset is considered.
