Proposal: Allow user to enter exact gas fees

Currently there is only the option to set low/medium/high gas fees, with no control over exact rate used. It would be good if there was an advanced setting that allowed for entering in exact fee amount

Further than the control level for fees/gas of low/medium/high already present in the wallet, it may be convenient for advanced users a feature, that let a numerical seting for the amount of satoshis-per-byte (in bitcoin network) and gas-price/gas-limit for ethereum/RSK networks.
