[Feature] Network operators: driver to handle different technologies for the overlay network

Is your feature request related to a problem? Please describe. All the k8s nodes and the gateway pod need to join the same overlay network. Each node's routing table is configured to send the network traffic for remote services to the gateway pod using the overlay network. Currently the overlay network is created using WireGuard connections between the nodes and the gateway pod.

Describe the solution you'd like A driver interface such as the southbound driver, in order to implement and use the most suitable technology for the overlay network.
