[Feature] Network Operators: enforcing the state of external resources

Is your feature request related to a problem? Please describe. At the present state the network interfaces used to establish the vpn connection to remote peers are done in some cases at startup time. All the subsequent operations assume the existence of these interfaces. If an external actor alters the configuration the operators can not recover from that, causing the interruption of the remote connections.

Describe the solution you'd like A task that has an in memory cache of the current resources and periodically checks their state.
