Frontend bug: EU-required user notifications about cookies

We need to show them to be in compliance.

Strictly speaking it's only due to a requirement by Google that so many websites are now showing these annoying notifications, see Google macht Cookie-Hinweise zur Pflicht and Ist die „Cookie Richtlinie“ tot?

As long as we don't use Google AdSense and don't use cookies to track users that are not logged in, I think we don't have to show any notifications.
