Report modal has no error handling

When attempting to add report

• there is no error if no message was added but report won't send
• there is no error message if you exceed that limit, (max char in model 1024) it doesn't send and excess char run over

@CarolingerSeilchenspringer @hmkay @lthueer @fredewe @hello-kathi @rilanari Hey, this came up again during KOSMO and it would be good to have an error message at least for when the user tries to send without entering anything, this is for reporting ideas and comments. I thought the following error messages, let me know if that's ok: 'Please add a message to explain why you wish to report this content' 'Max 1024 characters'

I like your proposal @hello-kathi. For mB: In German it would be: Bitte fügen Sie eine kurze Erklärung hinzu, warum Sie diesen Inhalt melden möchten (maximal 1024 Zeichen). Or should I add a translation issue to mB?
