badges outside groups don't appear in the frontend

I'm not exactly sure when this (regression) was introduced, but I think somewhere around #2334 + #2373:

• I import a process, e.g. meinberlin idea_collection, with badges located in organisation/idea_collection/badges.
• (I set its workflow_state to participate.)
• I go to its process detail view. Unexpectedly, no "sort by" option is displayed.
• I create a proposal.
• I go to its proposal detail view. Unexpectedly, no "badges" option is displayed in the dropdown.

I also don't know whether this is a grave problem.
