High client cpu usage on proposal view

When accessing this mercator proposal I have some wierd effects.

On Firefox (Linux / Version 41 ) and Chromium ( Version 45 ) it consumes a lot of cpu while the tab is open. On Firefox the entire browser freezes and on Chromium I can do some stuff like accessing dev tools and scrolling, but I can't click anything.

Can reproduce with firefox 36 linux: script angular.js hangs, page frozen

I can not reproduce this in general. However, the linked proposal seems to have a lot of comments that just take a while to load.
