Norm categories are inconsistent

Norms may have categories and those categories are displayed in the info boxes. However norms cannot be filtered by categories.

The only place where those categories are actually used (according to @Reichertson) is in the geo branch to color polygons on maps (e.g. https://smsaltona.ypart.eu/map)
