Cannot create proposal with name of recently deleted proposal

When creating a new proposal giving the title of a proposal that already existed but has been deleted it's not possible to create. The page displays the error message "An entry with this title already exists" ahead of title.

This happens also when all proposal entries are deleted and summary display is "No entries".

What behavior would you expect? I'm quite fine with the current one - if we deleted a proposal, there is probably a strong reason why we did so, and users should not make the same proposal again.

What if someone creates proposal "Reasonable Title" with content "Horrible Trolling"? After the proposal gets deleted, "Reasonable Title" is unusable for other users with more honorable intentions.

I'm also in favor of allowing to reuse titles of deleted proposal.
