Malta flag

The current Malta flag, specifically the emblem colors and design, appear different in this library than expected. https://www.gov.mt/mt/About%20Malta/Documents/National%20Flag%20Graphical%20Specifications.pdf

I would like to see the this library use the current wiki commons svg. PR will come shortly. Thanks
