When downloading a package, it cannot download a file from my ip address

I live in Russia and have the appropriate IP address. I've been puzzling over the error for a long time during the project build:

I disabled the Firewall on Windows, but eventually the transition to the Amsterdam IP address helped.

I started testing, and realized that the file is at "https://jitpack.io/com/github/MKergall/osmbonuspack/6.9.0/osmbonuspack-6.9.0.pom " it is not visible from my native IP.

Flutter doctor shows no errors
