出现了`Resource temporarily unavailable`的情况是怎么回事

在将权限改成root后，是成功了一会的，但是过了一会，再次重新请求的时候，在浏览器出现了400 Bad request，在终端出现了3: Resource temporarily unavailable，想知道是为什么？麻烦大佬解答一下~
