Incorrect Version of .Net?

Hello I am attempting to install tweetinvi through MS VS Com 2017. I have .Net 2 - 4.6., and I keep getting an error that it does not support any version I have tried to use. It looks like it needs 4.3? I cannot find a 4.3 install though. Any guidance would be appreciated. Alternatively is there a trick to get it to install with 4.5?
