Add CMake support

I just added a CMake build to my clone of this project as a quick hack, and then discovered this much more complete one. The fact that it has not been merged indicates the possibility the owner of this repository is not active and that a fork is required? (There is also another un-dealt-with pull request.)

This repository has been forked to https://github.com/Opendigitalradio/dabtools can I get you to rework the CMake pull request onto that repository. @kylegordon and I have write permission and can progress pull requests.

@mnhauke I will merge your addition of a CMake build from your repository direct to https://github.com/Opendigitalradio/dabtools as this pull request is unlikely ever to be merged.
