Description popup prevents reordering shortcuts in reorder and pin mode using Safari Browser

Expected Behavior

Ability to reorder website links by clicking and dragging with mouse.

Actual Behavior

Website links cannot be reordered using the mouse.

Steps to Reproduce

Load Heimdall dashboard. Click on "reorder and pin" control. Visually verify dashboard is in the reorder mode. Click and hold website shortcut with left mouse button. Attempt to drag shortcut to a different location. Note that it will note move, regardless of direction.

What I have tried so far

Shift + F5 to reload the Web page. No change in behavior. Repeating the steps in Firefox and Google Chrome, The shortcut can be reordered as expected. Deleting the description from a shortcut. The shortcut can sometimes be reordered as expected. Clicking and holding the outside edges of the shortcut. I can sometimes "grab" the shortcut and reorder it this way, but the results are no consistent.

Addition Information

It looks like this issue existed in a previous version as it was reported as an issue here. The issue was closed by this merge.

I suspect Apple changed something in Safari to cause the issue to re-appear.

Browser Version: Safari 17.2.1 Heimdall version: 2.5.8
