CPU frequency control fails for CPU 4

CPU frequency control seems to fail for CPU 4 with the following log:

In addition to this, CPU core 0 seems to be pinned to ~80% usage (Note: these are likely separate issues, cpu4 is a big core whereas cpu0 is a little core).
