UEFI firmware and Touch Problem
i have 2 pcs surface pro 4 with replaced bios chip and touch not work in windows ,problem in ME region uefi and not found any way or working touch uefi firmware. may work in linux with iptsd?

What does this mean? What did you modify and why?
The IPTS interface is provided by the Intel Management Engine, so if the feature is not configured correctly in the hardware and firmware, it won't be exposed to the operating system.
thats gift from a friend, They were both is dead and no powered on, after diassemble i see bios chip is broken ,maybe bios chip have password and owner or repaire center try to remove chip and broken it. buy new bios chip from aliexpres and write firmware on and booted up with no touch screen work. any way to fix?

No idea whats broken exactly and how you could fix it, sorry. Its either a firmware issue (which is unlikely if you just programmed the original firmware from Microsoft), or an actual hardware issue (yanked off the grounding wire of the touch screen while disassembling or something like that).
You could try to reflash the latest firmware with https://github.com/linux-surface/surface-uefi-firmware, but other than that I have no idea as I never disassembled a surface.
that you so much but already writed many firmware latest and older firmware (write by ufi box) modify and cleaned ME then write in linux by fwupdmgr write in windows by UBU & Flashrom and no success😭
