Micropublications: how is this different from SemEval and TREC

This idea sounds similar to system description papers for shared tasks like SemEval, TREC, etc. Maybe it's worth elaborating on the similarities and differences between the two? For instance, my understanding is that for shared tasks with a large number of submissions, the review process is similar to the evaluation criteria you put forth.
