side nav doesn't scroll fully on page size greater than 100vh

to reproduce

1. go to page that has a scrollbar
2. scroll navbar all the way down
3. observe - you cannot see the bottom-most nav items
4. scroll the main content to the bottom
5. now you can see the bottom-most nav items

using macOS on chromium

I couldn't reproduce this exact scenario (there might be very specific heights needed for either the open menu items or content along with the viewport height), but the fix in https://github.com/linode/manager/pull/12695 should address the underlying scroll calculation issues that would cause this behavior.

hey guys I can still reproduce. I'm just doing this from a macbook screen, not plugged into an external monitor, so maybe that's why ya'll aren't seeing it?
