[WIP] New test for finding internal and external incorrect links

This PR introduces a new GitHub Action that runs a python script when a PR is submitted.

Failure conditions

• 1 or more duplicate aliases exist
• An internal link does not point to a correct canonical guide link or alias
• A link pointing to a page on Linode's main website results in a 404 status code

Warning conditions

• An internal link points to an alias
