Enable handlers by default

As suggested by @dhil in today's meeting, effects and handlers are now at a sufficient level of maturity to be enabled by default. This would ensure that any regressions involving interactions between normal Links code and handlers are caught by CI tests rather than only when someone runs the tests with handlers enabled
