Add docs for using Vault as an external certificate issuer

Similar to using cert-manager as documented https://linkerd.io/2/tasks/use_external_certs/, there should be documentation on using Vault to issue certificates.

There is a note at the bottom of https://linkerd.io/2/tasks/automatically-rotating-control-plane-tls-credentials/ that alludes to this, that maybe could be turned into a larger doc

Has anyone managed to set up Linkerd with Vault PKI yet? I was also looking for documentation and sadly couldn't find any
