linkerd jaeger extension docs still mention opencensus instead of opentelemetry

The jaeger module docs say “Unfortunately, OpenTelemetry is not yet production ready and so OpenCensus remains our recommendation for the moment.”

but since version 2.11 this is no longer valid and linkerd actually supports opentelemetry.

Also for me it is a bit confusing that the extension is called jaeger. I think it could be called opentelemetry or telemetry

This whole doc needs to be updated... lots of OpenCensus-specific recommendations in here.
