Update gitops examples

DO NOT MERGE UNTIL 2.12.0 IS RELEASED!

This updates the ArgoCD tutorial to take into account the replacement of the linkerd2 helm chart with the linkerd-core and linkerd-control-plane charts.

Also updated the sealed-secrets version and its new location.
