Remove the deprecated Rest.Li 1.0.0 request builders and codegen logic

The Rest.Li 1.0.0 request builders are marked as deprecated for years. Getting rid of it will help resolve confusions and make our code base and public doc clean.

Things needs to be done (1) Code change to remove deprecated code, and change logic not to generated deprecated request builders. (links to PR #521 ) (2) update on Rest.Li doc so the doc wouldn't have to always to mention to versions.
