D2 strategy refactor.

Refactoring D2 to support the addition of relative load balancer strategy in the future with changes as discussed in the design doc.

I copied the new PDLs to this PR as well since I needed it for part of refactoring, but let's keep using the other PR as SoT for PDL change.

Builds successfully and snapshot in container wc-test passed.
