feat: add Nepali (ne) translation and update language links in README files

📄 Description

This pull request adds full Nepali (ne) language support to the documentation. A new readme/ne.md file has been added with a complete Nepali translation of the main README. All existing README files for other languages have been updated to include a link to the Nepali version in the “🌐 Readme in other languages” section.
