Add Tamil translation for README and update i18n.json

Added Tamil translation for README (readme/ta.md) and updated i18n.json to include "ta" in targets, per contribution guidelines. Translation preserves all formatting and content. Please review. Fixes #1278

Hey @Prashasthaa your branch is out of date. You need to update that.

Also, you need to update the PR title to solve the failing check. Go through the details for more info.

Lastly, you also need to include changeset in your PR. Our contributor's guide has instructions for the same.

I’ve completed the requested updates: -Synced my branch with the latest main -Added the required changeset using pnpm new -Updated the PR title to follow the conventional commit format

The PR should now be ready for review.
