[Feature] : Add '--dry-run' to 'run'

Problem run has no non-destructive preview. Current alternative --frozen fails the run instead of previewing planned changes.

Repro

cd packages/cli
node ./bin/cli.mjs run --help  # No --dry-run flag listed

Why this matters Safe validation is a standard workflow (pre-commit/CI). Contributors want to see which files/keys would change without touching the workspace.
