Add Telugu (te) language support to i18n configuration

Description: We need to add Telugu (te) language support in the project to enhance localization coverage and accessibility for Telugu-speaking developers and users.


Proposed Changes:

  1. Update i18n.json to include "te" in the locale.targets array.
  2. Add a new file: /readme/te.md containing the Telugu translation of the main README.
  3. Update all existing localized README files (e.g., /readme/hi.md, /readme/es.md, /readme/fr.md, etc.) to include a link to the new Telugu version at the bottom language list.

I've already completed this in PR #1284. Hope you may take another issue – there are likely other languages that need support!

Closing as unresponsive and duplication. An issue for Telugu already exists and is being worked on.
